Question on smart cruise control

On my telluride (2022) when I press cruise it enables cruise. The if I push the arrow up, it says (smart cc conditions not met), if I push the arrow down, it turns on smart cruise control. Not sure what the point of this is? (no sensors are blocked, the truck is clean and it's sunny out).
