Question on smart cruise control

On my telluride (2022) when I press cruise it enables cruise. The if I push the arrow up, it says (smart cc conditions not met), if I push the arrow down, it turns on smart cruise control. Not sure what the point of this is? (no sensors are blocked, the truck is clean and it's sunny out).

Up is for resume. I have to turn on cruise then set. Once it kicks off because of braking or whatever you cab this push arrow up to resume.
