Need Help Installing Hitch Wiring "E-Brake Power Harness"

I purchased the 2023-2025 Kia Telluride Tow Hitch Kit (AA047) Receiver & Harness from Kia Stuff. Install went very well until the final harness install step which I do not understand. The last wiring step is #19 for installing the "4-Pin Male E-Brake Harness" (see pic) which goes somewhere behind the fuse box. I can't make out what the drawing is showing. Is the female connector for this part behind the fuse panel? Or is it on the back (non-visible) side of the fuse panel? And where do the black, red, white and blue wires get inserted? Step #19 references "instructions provided with the Electric Brake Module," but my kit has no such separate instructions. Appreciate guidance from anyone that has successfully completed this step. Thanks!

UPDATE: As often happens, after posting a question I continue doing research and find my answer. I see that the Electronic Brake Module is not included in the Hitch/Harness kit, and is something I need to buy myself if I want to tow trailers that have brakes. So my updated question is much simpler.... If I am only using my hitch for bike racks and brake-less small trailers, I don't have to install such Module and i can set this E-Brake Harness aside? Trailer lights will work normally without this Module, correct?
